Makes surplus creates give 40 TC worth of items instead of 30
Makes united surplus crates give 100 TC worth of items instead of 80
Tweaked of a bunch of the surplus weights of different uplink entries
Added the ability to lock specific uplink entries instead of just the whole uplink
Makes the lootbox actually be able to roll restricted items as well as lock you to only buying random items when purchased
Why It's Good For The Game
Bugfixes good
The surplus crates are just bad right now when you could buy a syndi-kit that will provide roughly the same TC value but with guaranteed usability(and a higher fun factor)
